- ¾ cup sweetened condensed milk
- ½ cup granulated white sugar
- ¼ cup caramel ice cream syrup/topping
- 1 11-ounce bag butterscotch chips
- ½ cup granulated white sugar

- 3 ounces vegan marshmallows crème

- 1 cup white chocolate chips
Instructions
- Line an 8×8 inch baking dish with parchment paper and spray with cooking spray.
- In a medium saucepan over medium heat, combine salted butter, vegan marshmallow crème, sweetened condensed milk, granulated sugar, and caramel syrup. Stir continuously until boiling. Cook for 4 minutes while stirring until golden-brown.
- Add butterscotch chips to the mixture and stir until smooth. Pour into the prepared dish and chill.
- In another saucepan, repeat the process for the white chocolate layer by melting butter, marshmallow crème, sweetened condensed milk, and sugar until boiling. Cook for 2 minutes while stirring.
- Remove from heat and mix in white chocolate chips until melted. Pour over the cooled butterscotch layer.
